Serve as the senior chaplain for the North Mississippi Medical Center and Health System, which includes a women’s hospital and behavioral health hospital. South Dakota State Historical Society Sioux Falls, South Dakota

Responsible for oversight of The South Dakota State Historical Society, an office  within the South Dakota Department of Tourism which managed five state programs;  Archaeology, Archives, Historic preservation, Museums, and Research and  Publishing. All the programs are located at the Cultural Heritage Center in  Pierre, the state capitol, with the exception of the State Archaeological  Research Center, which is located in Rapid City and the Archival Microfilm  Unit at the Mike Durfee State Prison in Springfield. The board members are  responsible for oversight of the state society budget, staff, facilities,  museums, grants programs and all operations.

Executive Director and CEO 2001-2006

South Dakota Humanities Council  Brookings, South Dakota

The executive director and CEO was  responsible for the administration, fundraising and operations of state  affiliates of the National Endowment for the  Humanities, National Center for the Book, and the Center for Civic Education “We the People”  programs. Responsibilities included supervising the coordination of congressional and legislative relations,  fundraising, media relations, grants program, one-book programs, Native American  summer teacher workshops, scholar seminars, reading programs, the South Dakota Center for the Book, South Dakota Festival of Books, South Dakota’s Smithsonian “Museum on Main Street”  program, and the statewide speakers bureau. During tenure as head of the  organization, the Council nearly doubled its annual budget, as well as  expanded the size of the staff and the endowment. The Council’s executive also served as a non-voting ex  officio member of the South Dakota Humanities Foundation, which housed one of  the largest state council endowments at time of departure.

Egan, South Dakota

   

Councilman was responsible for the oversight of city budget and operations management. As vice chair of the city council was responsible for oversight of public safety (fire and police protection) and also served as the city FEMA Floodplain Coordinator. Successfully submitted grants that acquired federal funding for new water lines and meters for the entire city. Councilman worked with the state to get approval from the department of transportation for the construction of a new highway from the interstate to the Minnesota state line. Councilman was appointed by the president of the South Dakota Municipal League (SDML) to serve on the Public Works Committee and the Nominations Committee. Elected by voters in a special election to fill an unexpired term and re-elected for a second term. Submitted resignation after accepting position at DWU.

South Dakota Board of Nursing Sioux Falls, South Dakota

Served as one of two board members who, under South Dakota statute, cannot be employed in the medical or nursing profession. The South Dakota Board of Nursing regulates the practice of nursing for the protection of the public. The Board of Nursing investigates and conducts disciplinary hearings, under the direction of an administrative law judge, when violations of South Dakota’s Nurse Practice Law have been forwarded for review. The board also monitors any nurse with restricted licensure.

The assistant director is responsible for administration of grants program, legislative relations, congressional relations and media relations.

Coordinated successful effort with the University of Southern Mississippi History Department to acquire annual legislative appropriation of

$200,000 for expenses related to the implementation of the Mississippi Oral History Project, a joint program of both organizations. Evaluated grant applications and made recommendations to grant review committees. Simmons served as editor of Focus on Humanities Magazine and the Mississippi Humanities Council Speakers Bureau.

ACTIVITIES: 2009-2012--Served as McGovern Center team leader for joint partnership in Africa with the Center for the Church and Global AIDS. Consulted with non-profits assisting women and children infected with HIV-AIDS in Meru, Kenya, and surrounding communities. Visited hospitals and worked with the Bishop of the Methodist Church of Kenya to conduct a conference to educate clergy on HIV-AIDS related health and social issues.

Summer 1994—Served as the lead facilitator for the Troy State University Water Quality Research Program in Guatemala. Traveled to Guatemala with Dr. Alicia Whatley and other members of the Department of Environmental Studies and served as a liaison between the university faculty and various Guatemalan government agencies.

Summer 1984--Medical work completed with Health Talents International which, in partnership with the World Health Organization Division of Control of Tropical Diseases and the Belizean Department of Malaria, conducted extensive research on the effectiveness of DDT for mosquito eradication as well as the effect of the use of water-based DDT on the environment and the general population.
